Community Development

The purpose of the Community Development Department is to enhance the quality of life in Independence by encouraging public involvement in the planning and creation of quality places in which to live, work, and play.

The Planning & Community Development Department is the lead agency for both physical and economic development of the city. Staff reviews all residential and commercial development plans, all zoning and subdivision platting, and provides all long range planning for the city; such plans deal with all elements of the physical design and development, which include historic preservation. The department also manages the U.S. Department of Housing and Urban Development (HUD) grant programs for the city. Property maintenance inspections and code enforcement are administered through the department.  The Regulated Industries division handles all business and liquor licensing as well as the Rental Ready program.  The department also oversees Dangerous Buildings and Vacant Structures.
