The City of Independence is a Council-Manager Plan City, much like a private corporation with a Board of Directors. It is governed by a City Charter.

The City of Independence first became a Charter City in 1961. Since then, there have been several amendments to the Charter - in 1972, 1978, 1985, and 2024.
