Tax Increment Financing (TIF) Commission
Function
This Board serves as an advisory body to the City Council under the authority of Sections 99.800–99.865 RSMo. The Board reviews TIF applications, evaluates financial and public impacts, and maintains records and minutes of its proceedings. The Board meets on an as-needed basis to consider proposed projects and provides recommendations to the City Council.
Membership Information
The Council appoints six permanent members to four year overlapping terms which are to expire on November 16th. The remaining members are appointed by the respective taxing jurisdictions, including the Kansas City Public Library, Mid-Continent Public Library, the Independence, Blue Springs, Fort Osage, and Raytown School Districts, as well as Jackson County.
For each proposed TIF project, the composition of the Commission may vary depending on the location of the project. Representation from taxing jurisdictions is determined based on which entities are impacted. For example, if a proposed project is located within the Independence School District, that district is contacted and asked to designate representatives to serve on the Commission for that project. Typically, school districts appoint two (2) representatives; however, if a project spans two school districts, each district appoints one (1) representative. Library representation consists of one (1) representative, and Jackson County appoints two (2) representatives.
Additionally, an Election of Officers is conducted for each new TIF project to establish Commission leadership for that specific project.
