The City of Independence permits door-to-door solicitation of goods and services, but peddlers or solicitors must obtain a valid business license to engage in this activity. Additionally, residents may register for a "No Solicitors" list.  This list will be provided to any peddler or solicitor who obtains a business license.  You can find additional information about soliciting and peddling on this page.

What is door-to-door solicitation?

Door-to-door solicitation is the practice of going onto private property unannounced with the intent of selling goods or services for profit. This includes selling, offering to sell, and taking orders for goods or services.


Solicitation Ordinance

According to the City's Door-to-Door solicitation ordinance, solicitors:

  • May call a residence or resident between the hours of 9 AM and 6 PM.
  • Must obtain a business license from the City and display it while soliciting in the City.
  • May not call or approach any residence displaying a "No Solicitation", "No Trespassing", or any other similar notice.
  • May not call on or approach any residence on the City's "No Solicitors" list.
  • Must possess a government-issued I.D. at all times.
  • May not return to the same residence a second time within six months unless authorized by the resident.

For Residents

Residents May:

  • Register their address on the City's "No Solicitors" list. Go to the Application Portal below to sign up! Choose "New Application" then "Public Registration" to complete the process.
  • Require a solicitor to present their permit and photo identification.
  • Require a solicitor to provide a receipt for any purchase exceeding $5.
  • Contact the Police Department by calling the non-emergency line at 816-325-7300 if a solicitor comes to their door when the home is registered on the "No Solicitors" list or is showing a "No Solicitation" or similar sticker.

For Solicitors

Solicitors Must: 

  • Submit a door-to-door solicitation permit application online.
  • Pass a criminal history check.
  • Display a permit at all times when soliciting within the City of Independence.
  • Carry or wear a government-issued photo I.D. at all times.
  • Leave a resident's property when directed to do so by a resident.
  • No approach any residence on the City's "No Solicitors" list, which is provided when the application is approved.
  • Skip any residence with a "No Solicitation" sticker or similar notice posted.
