Community Development Block Grants and HOME

CDBG-HOME

 

The City of Independence receives annual funding from the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME). These programs help address local housing and community development needs, particularly for low- and moderate-income residents by providing financial assistance to non-profit organizations that carry out eligible programs and projects. 

Looking for Assistance? 

The City's CDBG and HOME programs do not provide direct financial assistance to individuals. Funding is awarded to eligible nonprofit organizations to carry out approved programs and projects.

Individuals seeking housing, home repair, utility, food, or other assistance may wish to contact one of the following local resources. Program availability and eligibility requirements vary by provider.

  • United Way 211 — Free, confidential referral service that connects residents with local assistance and community resources. Residents can also dial 2-1-1. 
  • Community Services League (CSL) — Provides assistance and connections to resources for needs including food, housing and utilities, employment, financial stability, and other basic needs. Its main Independence Resource Center is at 404 N. Noland Road or call 816-254-4100.
  • Truman Heritage Habitat for Humanity — Provides affordable homeownership and home repair programs for eligible low-income households in Independence. Call 816-461-6551
  • The Salvation Army — Provides a variety of emergency and basic-needs assistance, which may include food, utility, housing, and other supportive services depending on availability. Call 816-252-3200

 

Community Development Block Grant (CDBG)

CDBG provides flexible federal funding to support community development activities that benefit low- and moderate-income residents. Funds may be used for eligible activities such as housing rehabilitation, public facilities and infrastructure improvements, neighborhood revitalization, and public services.

CDBG-funded activities must meet at least one HUD national objective:

  1. Benefit low- and moderate-income persons;
  2. Prevent or eliminate slums or blight; or
  3. Address an urgent community development need.

HOME Investment Partnerships Program (HOME)

HOME provides federal funding specifically for the development and preservation of affordable housing for low-income households. Funds may be used for eligible activities such as the acquisition, construction, or rehabilitation of affordable rental or owner-occupied housing.

HOME-assisted housing must meet applicable HUD requirements, including income eligibility, affordability, and property standards.

Current Funding Opportunities 

Beginning September 1, 2026 , the City of Independence is accepting applications for Program Year (PY) 2025-26 and PY 2026-27 HOME Investment Partnerships Program (HOME) funding to support affordable housing activities benefiting low- and moderate-income households.

Applicants may request funding from one or both program years.

The Request for Proposal (RFP), application requirements, and submission instructions are available through www.publicpurchase.com beginning September 1st. Proposals must be submitted electronically through Public Purchase by 5:00 p.m. on September 30, 2026. Paper, faxed, or emailed proposals will not be accepted.
Public Notices & Comment Periods

The public comment period for the 2025-26 Consolidated Annual Performance & Evaluation Report (CAPER) is open beginning September 4, 2026. If you have any comments, please submit them in writing by September 22, 2026 to cdbg@indepmo.org.

NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Independence, Missouri.

REQUEST FOR RELEASE OF FUNDS

On or about September 24, 2026 the City of Independence, Missouri will submit a request to the Department of Housing and Urban Development (HUD) for the release of Community Development Block Grant (CDBG) funds under Title 1 of the Housing and Community Development Act of 1974, as amended, to undertake a project known as Minor Home Repair Program included in the City’s Annual Action Plan Program Year 2026-27 for the purpose of providing assistance to eligible homeowners for the correction of health and safety deficiencies and code violations for low-income homeowners within the City.  The estimated funding is $413,868.88 and will be eligible to low-income homeowners City-wide.

FINDING OF NO SIGNIFICANT IMPACT

The City of Independence has determined that the project will have no significant impact on the human environment.  Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required.  Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Independence, Missouri, Community Development Department, 20201 E Jackson Drive, Independence, Missouri, 64057, and may be examined or copied weekdays 8:00 A.M to 5:00 P.M.

PUBLIC COMMENTS

Any individual, group, or agency disagreeing with this determination or wishing to comment on the project may submit written comments to City of Independence, Missouri, Community Development Department, 20201 E Jackson Drive, Independence, Missouri, 64057 or via email at cdbg@idepmo.orgAll comments received by September 23,2026 will be considered by the City of Independence, Missouri prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The City of Independence certifies to HUD that Troy Anderson in his capacity as City Manager consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Independence to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of fund and the City of Independence, Missouri’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Independence; (b) the City of Independence has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality.  Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the Department of Housing and Urban Development at 1222 Spruce Street, Suite 3.203, St. Louis, MO 63103.   Potential objectors should contact the Department of Housing and Urban Development to verify the actual last day of the objection period.

Plans & Reports

The Consolidated Plan identifies the City's housing and community development needs, priorities, and goals for a five-year period and guides the use of federal CDBG and HOME funds.

The Consolidated Annual Performance and Evaluation Report (CAPER) summarizes the City's accomplishments and use of CDBG and HOME funds each year and reports progress toward the goals established in the Consolidated Plan. 

Below you will find the Annual Action Plans, or the concise summary of actions, activities, and the resources that will be used each year to address the priority needs and goals identified by the Consolidated Plan.

CDBG Advisory Committee

The Community Development Block Grant (CDBG) Advisory Committee meets annually to establish review criteria, review applications for Public Service CDBG funding, and to formulate a recommendations to the City regarding the appropriate allocation of Public Service CDBG funds.

The CDBG Advisory Committee consists of seven Independence residents with an interest in the City's housing and community development needs. Each of the following organizations appoints one representative to serve on the Committee annually:
