IndeGO Bond FAQs: Roads, Bridges & Sidewalks

Independence has more than 500 miles of roads, and $430 million of deferred maintenance on them.  If passed, the G.O. Bond would allow the City to roughly double the amount being spent each year on street overlays.

The City would use the G.O Bond funds to address major roadways like Noland Road to neighborhood roads like East 30th Street Court South. Staff will determine roadways most in need of repair while also ensuring equity across the four council districts.

The bond package proposes $15 million go towards fixing the following bridges: 

  • Kentucky Ave. Bridge over Rock Creek
  • Lexington Bridge
  • Overton Bridge
  • Valley View Bridge
  • Lee’s Summit Bridge over Union-Pacific Railroad
  • Main St. Bridge over Union-Pacific Railroad
  • Noland Road Bridge over Kansas City Southern Railroad
  • Kentucky Ave. Bridge over Mill Creek
  • Lake City Bridge
  • R.D. Mize Bridge over Trace Trail
  • Wilson Ave. Bridge
  • Southside Blvd. Bridge
  • Heidelberger Bridge
  • Crysler Ave. Bridge

Additionally, the bond package sets aside money for culvert repairs and replacements.

The bridges listed for improvement with the IndeGo Bond were chosen by our Municipal Services for two reasons: 

  • These bridges most impact our citizens, first responders, and city services. It may be near a major artery, or close to a populous area of Independence, or near a fire station. 

  • The bridge is in most need of repair. Some of our bridges are unpassable due to holes that can literally swallow tires. Others cannot support the weight of a vehicle. 

The bond package proposes $10 million go towards fixing or creating sidewalks for seven schools in the Independence and Fort Osage school districts.

The City of Independence recognizes the need to keep our children safe as they go to and from school.  The schools chosen were those identified with the highest needs by the district superintendent.

The City of Independence has a Street Improvement Sales Tax (0.5%), but our current infrastructure needs outstrip the funds collected. A sales tax approved in the mid-2000s has lost significant purchasing power due to inflation and rising costs.


The IndeGO Bond will allow the city to double the annual maintenance it can perform for the next 5-7 years. The Bond will also provide funding that doesn't currently exist for bridge and repairs and sidewalks for schools.

Shall the City of Independence, Missouri, issue its general obligation bonds in the amount of $55,000,000 for transportation purposes, including acquiring land and rights of way, and acquiring, constructing, reconstructing, repairing and improving streets, roads, bridges, culverts and sidewalks throughout the City?
