Local Programs and Services
ARCH – Alternative Response for Community Health
A partnership between the Independence Fire Department and Health Services Division, ARCH responds to 911 and 988 calls related to mental health, substance use, and quality-of-life issues.
Specially trained paramedics and social workers provide on-site care and connect residents with tailored resources. In 2024 alone, ARCH supported more than 760 people in our community.
Health Services
Our Health Services Division leads several mental health initiatives, including:
- Youth Mental Health Task Force – improving access and awareness for young people.
- Resource Guide - available at City Hall or the online version here, this guide helps you find the right support.
- Mental Health First Aid Training – learn how to recognize and respond to signs of mental health and substance use challenges in both adults and children.

Fire
- The EMS and Fire Training Division oversees the City's ARCH program.
- Supports firefighters and staff through a peer-support team and counselors trained with an understanding of the job demands.
Police
- Operates a co-responder program, with trained professionals embedded in crisis response.
- Includes Crisis Intervention Team (CIT)-certified officers and trained negotiators.

Parks and Recreation
Parks naturally support mental health by giving residents space to connect and recharge. In addition, programs like the pick-up chess program at George Owens Nature Park and activities at the Palmer Center offer opportunities for mental stimulation, social connection, and wellness.
Coming Soon: Three Trails Behavioral Hospital
Opening in late 2026, the new Three Trails Behavioral Hospital will bring expanded services to Independence and the Kansas City region.
The $60+ million facility will include:
- 120 beds serving people of all ages
- Over 200 staff members, including doctors, nurses, therapists, and support staff
- Programming tailored to individual needs, including counseling, psychiatric care, art therapy, music therapy, and outdoor activities
