City Initiatives on the August 6th Ballot

As part of the August 6, 2024 Primary Election, Proposition PD will be submitted to the voters of Independence. Proposition PD is a one-fourth of one-cent sales tax to fund the Independence Police Department.

Shall the City of Independence impose a city sales tax of one-fourth (1/4) of one percent for the exclusive benefit of the Police Department, which tax shall remain in effect until repealed by voters?

City Council held a special meeting on Monday, May 13, 2024 for the first reading of the ordinance.

On Monday, May 20, 2024, City Council approved the ordinance during a regular meeting on Monday, May 20, 2024, with a 7-0 vote.

What is the sales tax?

The proposed sales tax is one-fourth of one percent. 

For the average consumer, that's one extra penny for every $4 spent. On a $100 purchase, the impact would be 25 cents.

What does a "YES" vote mean?

If approved, it is estimated to generate about $5.47 million annually for the Independence Police Department.

What does a "NO" vote mean?

If rejected, the proposed sales tax would not go into effect.

Why is a police sales tax being submitted to the voters?

Due to limited general fund revenues, the City of Independence cannot compete with police officer salaries of surrounding cities or meet the Independence Police Department's desired levels of operations and equipment.

What will these funds be used for?

According to the ordinance, the Police Sales Tax will be used exclusively for salaries, operations, and equipment of the Independence Police Department.

How is a sales tax different from property tax? 

Property taxes are assessed based on property ownership. Sales taxes are consumption-based taxes. Sales taxes are generated from residents as well as tourists and visitors to Independence who help support City services through sales tax dollars.

If approved, when would the new sales tax go into effect?

The new sales tax would go into effect on October 1, 2024, if approved by the voters.
