Independence Utilities customer service is moving from the Independence Utilities Center (17221 East 23rd St S) to Independence Municipal Commons (20201 E Jackson Dr) in March:

  • Last day of operations at IUC is Wednesday March 4, 2026.
  • Operations at IMC will begin Monday March 9, 2026.

Your monthly sewer bills are made up of three main components:

  • Base Fee: A flat fee charged each month 
  • Volume Charge: A variable fee that increases or decreases with the amount of water consumed
  • Regulatory Fee: A flat fee charged each month to cover costs associated with regulatory (i.e. state laws) and environmental compliance.

Base Fees

Residential base fees depend on two factors:

  • Whether your property is inside or outside of city limits, and
  • Whether your property is on the public sanitary sewer system or a private system. 

Private systems are connected to the publicly owned treatment works, but do not receive sanitary sewer maintenance by the City's Municipal Services Department.

Non-residential (commercial/industrial) base fees depend on a variety of factors:

  • Meter size
  • Whether your property is inside or outside of city limits
  • Whether your property is on the public sanitary sewer system or a private system. Private systems are connected to the publicly owned treatment works, but do not receive sanitary sewer maintenance by the City's Municipal Services Department.
  • Your property’s “standard industrial classification” (SIC) code. SIC codes are used to identify properties that place a higher burden on the overall sewer system because of their use. This includes uses like meat packing, gas stations, restaurants, hotels, and dry cleaners.

(Note: Some properties and subdivisions have a separate sanitary sewer system that isn’t connected to the city. Customers on a private system are often notified when purchasing their property, but if you’re unsure about your property, please contact customer service.)

Volume Charges

All customers (residential, commercial, and industrial) pay the same volume charge rate, which is variable based on the amount of water consumed. Customers are charged $5.09 per centum cubic feet (ccf) of water consumed, which is about 749 gallons.

The average residential customer consumes about 6 ccf or about 4,488 gallons of water each month, which costs them $30.54 in volume charges.

Regulatory Fees

All customers (residential, commercial, and industrial) pay the same flat regulatory compliance fee of $12 per month. 

Special Fees and Discounts

Social Security Discount

Seniors are eligible for a one dollar per month discount if they are:

  • Receiving social security benefit payments, or
  • Receiving other retirement benefits and are age 62+.

Contaminant Volume Surcharges (non-residential only)

Certain commercial and industrial businesses may pay a higher volume rate based on contaminants associated with their operations that require additional treatment capacity. These include:

  • Biochemical oxygen demand (BOD) – additional $0.98 per ccf
  • Chemical oxygen demand (COD) – additional $0.39 per ccf
  • Total Suspended Solids (TSS) – additional $0.35 per ccf
