This website is intended to satisfy the requirement under the CCR Rule (§ 257.107) to maintain a publicly accessible internet site containing the information specified in that section. The required information will be posted for each generating station when it is accomplished and is available.
Generating Stations
The Notice of Intent to Initiate Closure of the three ash ponds located at the Blue Valley Generating Station; the North Fly Ash Pond, South Fly Ash Pond and the Bottom Ash Pond was submitted to the Missouri Department of Natural Resources on December 16, 2015, as all CCR sluicing to the ponds ended September 09, 2015. All three ponds were dewatered, closed and capped with a synthetic, impermeable liner as "Inactive CCR Surface Impoundments" by December 19, 2017, according to the definition and requirements set forth in EPA's 2015 CCR Rule, 40 CFR Part 257 Subpart D, paragraph 100 (§257.100). By Rule, "Inactive CCR Surface Impoundment" closures must no longer receive CCR on or after October 19, 2015 and closure must be completed by April 17, 2018.

The City of Independence sold this station and all associated properties to Missouri City Acquisition in 2017.
The Notice of Intent to Initiate Closure of the ash pond located at the Missouri City Generating Station was submitted to the Missouri Department of Natural Resources on September 25, 2015. The pond was dewatered, closed and capped with an impermeable liner as an Inactive CCR Surface Impoundment by September 27, 2016 according to the definition and requirements set forth in EPA's 2015 CCR Rule, 40 CFR Part 257 Subpart D, paragraph 100 (§257.100). By Rule, "Inactive CCR Surface Impoundment" closures must no longer receive CCR on or after October 19, 2015 and closure must be completed by April 17, 2018.
On August 24, 2017, the City of Independence completed the divestiture of its Missouri City Generating Station, the closed CCR Impoundment, and all related properties to Missouri City Acquisition, LLC (City Ordinance No. 18773). Any coal combustion residual questions/requests related to the Missouri City Generating Station should be directed to John Diehl of Missouri City Acquisition, LLC at (314) 241-0900.
A groundwater monitoring and evaluation program around the former impoundments is being conducted under State Operating Permit MO-00115924, Special Condition C.16 located at Missouri Operating Permit MO-0115924
